My American Eagle has a steel rear end, and I wonder if I could add some disc mounts to it?

If it will survive it in the long run, is questionable though.

But why not run HS33 in the rear, and a Shimano SLX or Zee in the front?

Disc tabs were welded onto my steel '94 GT Karakoram by the previous owner. They also welded in a brace (part of a disc rotor) between the seat stay and the chain stay to reinforce it a bit.

Change seals, and you're golden.

Somebody else did exactly that to fit discs to a road bike.
Do a search, I can't remember who it was. he may have seals left.
